Served  as CEO, Naan Mudhalvan (“I am the Best”) on 1st October 2022—9th Jan 2026, a massive industry-relevant skill enhancement initiative for the youth of Tamil Nadu under the Tamil Nadu Skill Development Corporation, on deputation/foreign service from Directorate General of Training, Ministry of Skill Development & Entrepreneurship, Govt of India, New Delhi.

    • Curriculum Integration: Made industry-relevant skill training mandatory in the curriculum, awarding 2 or 3 credits per semester in engineering, arts & science colleges, and polytechnics across Tamil Nadu. Assessment results are now reflected in student mark sheets.
    • Impact: Trained more than 63.2 lakh+ skill certifications (24 lakh+ unique students)  and 1.3 lakh+ faculties across 2,085 institutions in industry-relevant and future skills within just two years of Naan Mudhalvan’s inception.
    • Skill training offered through leading global/national industry partners including IBM, Microsoft, Google, Cisco, Oracle, Infosys, HCL, Salesforce, Siemens, Dassault, Autodesk, L&T, Cambridge and others.
    • AI powered  skill registry for industries to support placements.
    • CSR-led Skilling: In collaboration with top tech partners (Microsoft, IBM, Cisco, Google, AWS, Oracle, SAP, Infosys, Salesforce, ServiceNow, MongoDB and more), provided skill training to over 27.6 lakh students via CSR initiatives.
    • Digital Access: Launched the Naan Mudhalvan Portal (naanmudhalvan.tn.gov.in), enabling trainees and faculty to access Learning Management Systems (LMS) of industry partners via API/Single Sign-On (SSO) for seamless skilling and upskilling.
    • API Integration for Placements: Integrated the TNSDC – Naan Mudhalvan portal with NATS (MSDE) and NAPS (MoE) portals via API, ensuring real-time updates on vacancies and one-click enrolment for TNSDC-registered students.
    • Recognition: Enabled Tamil Nadu Skill Development Corporation to be recognized as an Awarding Body and Assessment Agency (DUAL-BODY) under NCVET, Government of India.

Role as Director – IT, Directorate General of Training (DGT), MSDE, Govt. of India.

         Overall In-charge for web portal management of DGT, including:

    • NCVT-MIS Portal : https://ncvtmis.gov.in
      ITI management system covering 14,976 Industrial Training Institutes (ITIs) with ~26 lakh students, handling the complete student life cycle from admission, examination to certification.
    • Apprenticeship Portal : https://apprenticeshipindia.gov.in
      Managing more than 35,000 establishments and ~6.00 lakh trainees.

A) Efficient and Transparent Systems through IT Governance

    • MSDE’s ranking improved to No. 3 in Data Governance Index 2.0 of NITI Aayog among all ministries of Government of India from 22nd position in 2020.
    • Enhanced IT security: Introduced more security layers and conducted third-party Web Security Audits to prevent breaches and ensure data credibility.
    • Established in-house DGT Service Desk for tracking and resolving trainee complaints.
    • Developed a grievance redressal system (profile correction, exam grievance, call centre, and Help Desk) for legacy certificates—over 2.23 lakh grievances resolved.
    • Result declaration and candidate centre mapping time reduced from 2 months to 10-15 days via API data sharing between NSEIT and NCVT-MIS.
    • Implemented one-click API-based registration for NIOS, IGNOU, and Apprenticeship, leading to over 2 lakh trainees registered for open school, open university, and apprenticeship within a month.
    • Automated admission data transfer via API between state admission portals and NCVT-MIS, ensuring a single source of trust and reducing trainee upload delays.
    • Conducted CBT (Computer-Based Test) exams; issued digitally signed certificates with QR code for online verification, public registry, and DigiLocker integration.
    • Geo-tagged all central institutes and 14,768 ITIs nationwide; created dashboards for data analytics and decision-making.
    • Made CBT response sheets available to trainees via their profile page for greater transparency and trust.
    • Enabled trainees to directly download hall tickets, mark sheets, consolidated mark sheets, and certificates from the portal.
    • Integrated SMS/email facility with DGT-MIS to provide real-time information to stakeholders.

               B) Digital Transformation of DGT

    • Implemented e-office (msde.eoffice.gov.in), and Sparrow (online APAR, Immovable Property Returns [IPR] – sparrow-dgt.eoffice.gov.in).
    • Introduced Employee Corner for online record sheet management and transfer requests.
    • Successfully implemented eHRM in-house at zero cost, saving Rs. 1.2 Crore previously demanded by NIC.
    • Deployed Biometric Attendance System (AEBAS) in DGT and field institutes across 53 locations nationwide.
    • Led in-house development and management of websites for DGT, 33 National Skill Training Institutes (NSTIs), and 22 Regional Directorates of Skill Development & Entrepreneurship (RDSDEs).
    • Oversaw e-learning, online training, and blended training systems across the ITI ecosystem.

Role as Director – Exams / Controller of Examination

Overall management and nationwide coordination of examinations for all DGT schemes: CTS, CITS, CITS-RPL, Apprenticeship, CoE, Flexi-MoU, and DST.

A) Examination Reforms

    • Change in Examination Pattern: Shifted from conventional OMR-based exams to Computer Based Test (CBT), significantly reducing result processing time.
    • Reduced Exam Stress: Simplified the examination process by introducing a single Trade Theory (CBT) and one Practical exam, replacing the earlier two Trade Theory and two Practical exams—making it more trainee-friendly.
    • Transparency & Data Analytics: All essential reports (trainee admissions, results, topper lists, hall ticket generation, mark sheets, certificates, etc.) made available through the DGT-MIS portal for real-time access by States/UTs and ITIs.
    • Profile Verification: Implemented a new process for verifying trainee profiles before hall ticket generation—drastically reducing certificate correction complaints.
    • Faster Mark Upload: Enabled direct uploading of practical marks by examiners within 48 hours, with approval by nodal ITIs and States—ensuring accuracy and timeliness.
    • Legacy Certificate Digitization: Provided online generation and correction of legacy certificates (NCIC/NTC/NAC/COE)—all now digitally signed with QR code e-certificates.
    • Advance Planning: Training calendar issued before session start, hall tickets released 10 days prior
      to exams, and results declared within 15 days (down from 45–60 days previously)

B) ITI as Aspirational – Achievements

    • First-ever National ITI Convocation: Conducted on 17th September 2022 under the chairmanship of the Hon’ble Minister for Skill. The Hon’ble Prime Minister addressed the event virtually. Over 8.5 lakh trainees received certificates across ~14,000 ITIs, with more than 1.1 million participants.
    • Rapid Result Declaration: Results of the All India Trade Test (AITT) 2022 for 19.33 lakh trainees declared within a week, achieving an 89.7% pass rate. This milestone led to a surge in ITI admissions for the 2022-23 academic year.
    • Addressed Backlogs: Cleared arrears/supplementary exams for over 22 lakh trainees with marginal marks by awarding grace marks, helping them move forward in their careers.
    • Simplified Exams: Reduced exam stress across the ITI ecosystem by further simplifying the examination pattern (one Trade Theory CBT and one Practical exam).
    • Bharatskills Learning Portal:
      bharatskills.gov.in (in-house developed digital knowledge repository with e-books, question banks, mock tests, and eLearning videos) became the top skill development portal, with more than 3.87 Crore hits and 66.8 lakh unique users to date.
    • Recognition: Bharatskills was rated as the No.1 skill portal by the National Skills Network and was honoured with the National e-Governance Silver Award 2021-22 for Excellence in Citizen-Centric Delivery.
